An Elgin police officer shot Decynthia Clements three times — twice in the head and once in the chest — on March 12, the Cook County Medical Examiner’s Office report said.
None of the shots were fired from close range, and Clements, who was 5 feet 3 inches tall and weighed 103 pounds, was also stunned with a Taser as she exited her burning vehicle on Interstate 90 with what appeared to be a knife, the report said.
